His father, prominent jurist Tom C. Clark,〔(Ancestry of Ramsey Clark )〕 was also a United States Attorney General and later became a Supreme Court Justice. His mother, Mary Jane (née Ramsey), was the daughter of a prominent Texas judge and lawyer, William Franklin Ramsey.〔Supreme Court Justice Tom C. Clark, A Life of Service by Mimi Clark Gronlund, Ramsey Clark, pg. 21〕 Clark served in the United States Marine Corps in 1945 and 1946, earned a Bachelor of Arts degree from the University of Texas at Austin in 1949, and obtained a JD in Law (Juris Doctor) from the University of Chicago in 1950.
